‘Frisking and harassment by security forces aggravating situation’

Morung Express

Dimapur, April 29: Accounting the need for peace and security of the common people, the Zeliangrong Baudi Nagaland (ZBN) has asked for withdrawal of all security forces at the earliest from Zeliangrong inhabited regions, especially in and around Hebron HQ in Peren District.

A press note issued by Azeu Namcyn Hau, General Secretary of ZBN stated that four days have passed since the ROP of the 12th Assam Rifles created havoc by entering the vicinity of Hebron ‘fully armed, in a 407 Military Truck’, and added that much have already been said and done by the Naga Hoho, the NSF and the NMA but inspite of the numerous appeals by Naga Civil Societies, the Indian occupational Forces stubbornly refuses to budge. The note also mentioned that till date the Zelaingrong Baudi after visiting Hebron on April 21 has constrained itself from divulging its opinions especially in the Media, hoping that the Indian occupational forces after their so called “error of judgment” would understand their drawbacks and reconcile with the Naga people.
In the note, ZBN also stated that the Indian forces patrolling and continued frisking in Zeliangrong land, be it Assam, Manipur or Nagaland is not something the Zeliangrong people will quietly sit and watch. “If at all the assurance of the State IGAR is to be believed, the paramilitary force assured that ‘life in Nagaland shall and must continue as normal’. With constant patrolling, raids, intense frisking and policing the general public; do Indians still expect us to believe them?” questioned ZBN in the note.  “Calling themselves ‘Friends of the Hill people’ ironically; the Indian occupational forces have hardly any respect for our esteemed Civil Societies like the Naha Hoho or the NSF. It won’t be far from now when the Hill people tag them, ‘Foes of the Hill people’ for their constant high-handedness creating chaos and fear psychosis among the Hill people. Do the Nagas deserve these pain and agony for the irresponsible lapses of some bunch of 12th AR Jawans?” ZBN further asked. ZBN has questioned why the AR personnel are still patrolling, raiding, frisking at Jalukiekam, Jalukie Zangdi, Dhansiripar, Doyapur, etc even after the mutual agreement between the Naga group and the CFMG Chairman at Chumukedima Police Complex. It has suggested that it will be a matured decision on the part of the AR forces to desist from aggravating the situation any further at a time when the talks are underway at New Delhi between the Naga group and the Indian Government.
Meanwhile, in a separate press note, referring to the April 19 incident, the Concerned Senior Citizens’ Forum of Mokokchung (CSCFM) stated that the act was not only a blatant breach of Ceasefire ground rule but it is a clear indication of the ‘baleful intent of the Government of India’.  A press note issued by the CSCFM members Bendangangshi and Namo demanded the GoI to spell out clearly, if the ceasefire is just a scheme to further weaken the Naga movement or is it at the hands of the Indian Security Forces. Stating that by any international standard, it is understood that ceasefire is done at equal terms with mutual agreement and terms and that lame excuses can only bring more distrust and there is also a danger of extirpating the hard earned ceasefire and peace process at the present given situation. Hence, the Forum  suggested that it would be worthwhile that a third neutral party be involved not only in the Indo-Naga political dialogue but to monitor the ceasefire ground rule in all the Naga areas, if a genuine solution has to come.
The Forum also mentioned that during the 15 years of Cease fire between the GOI and the NSCN-IM, much against the wishes and desire of the Naga people for an amicable solution, we are witnessing a daunting situation in the entire Naga homeland with more military camps coming up in the nature of township, more public places been occupied in the name of security, more checkpoints have been installed in all the strategic places.
